WinCC V4 projects cannot be migrated directly to WinCC V6, this can only be done via WinCC V5.1.

Migrate your WinCC V4.x project to WinCC V5.1 first of all. Then migrate the WinCC V5.1 project to WinCC V6.x.

You can find information about the migration in the "Release Notes" in WinCC V5; they are stored on your WinCC installation under "...\Siemens\WinCC\Documents\English\ReleaseNotes.chm".
